NORTH CHARLESTON, South Carolina — North Charleston City Hall stands like a centerpiece in this city of 104,000. A giant building with a gleaming glass front and an interior of polished marble, City Hall affects all that surrounds it.
Protesters have marched through those pristine halls demanding police reform, since video released on April 7 showed white officer Michael Slager fatally shooting black resident Walter Scott, as Scott tries to run away. But many black residents say they've long since given up on the idea that anyone inside City Hall represents their interests.
